Part 1 - Who are Samuel, Louis, Ludwik and Tim?

 

Samuel = Samuel Morse, the inventor of Morse Code.

Louis = Louis Braille, who invented Braille.

Ludwik = Ludwik Lejzer Zamenhof, usually credited as

               L. L. Zamenhof, was a Polish-Jewish medical

               doctor, inventor, and writer. He is most widely

               known for creating Esperanto, the most

               successful constructed language in the world.

Tim = Tim Berners-Lee, the inventor of the Word Wide Web.

 

We’re given the starting point of Samuel Morse’s translation. We therefore need to work backwards through the various translation steps to return to the source message of what Tim said.
